Wow, that is one grumpy sheriff. Admittedly, I can understand why he is frustrated. Kind of. I think the money thing is not quite the level of importance, but the common sense thing is.
One death in this kind of situation is amazing (though still sad) because it could have been 150 or more dead. Easily with that kind of situation and icy water. Too easily.
