There are plenty of places in the world where the streets have no names. However, they’re almost always in rural locations where houses and businesses are few and far between.
Mannheim in Germany is the exemption. As it’s an actual city with a whole region that doesn’t have street names. Which intrigued Tom Scott enough for him to pay a visit.
Instead of street names, Mannheim numbers each block. So, through a combination of letters and numbers people can find their way around.
This is confusing for programmers, who have built Google Maps and the like on the presumption that all streets have names. Why did no one take any notice of U2?!
